RGM (Rastriya Gokul Mission)

“Rashtriya Gokul Mission” a Central Sponsored Scheme has been launched for development and conservation of indigenous breeds through selective breeding especially for genetic up-gradation of low milk yield nondescript bovine population. Major components under Rastriya Gokul Mission are as follows.

OBJECTIVES

The Mission is being implemented with the following objectives:

  • To promote indigenous cattle rearing and conservation in a scientific and holistic manner.
  • To enhance productivity of indigenous breeds and increase economic returns from animal products in a sustainable manner.
  • To propagate high genetic merit bulls of indigenous breeds.
  • To enhance breeding coverage through strengthening breeding network.

  • Nationwide AI programme
  • Using sex sorted semen for getting assured pregnancy
  • Implementation of National Digital Livestock Mission (Livestack)

Establishment of 1500 MAITRIs under RGM

The primary focus of the project is to enhance productivity of existing bovine population by increasing Artificial Insemination coverage through establishment of Multi Purpose Artificial Insemination Technicians in Rural India (MAITRIs) to deliver artificial insemination services at farmer’s doorstep on self sustainable basis through collection of cost of goods and services. Benefits of the project directly accrue to 1500 educated rural youth of our state and farmers engaged in dairying will get indirect benefit in terms of increased productivity and milk production.

The objective of the project is to:

  • Provide quality training to educated rural youth to deliver artificial insemination services and veterinary first aid at farmers’ doorstep on self sustainable basis.
  • Enhancing AI coverage from 30% to 70% of the breedable bovine females in a time bound manner;
  • Establishment of AI technicians through provisions of AI equipment/consumables after training.

Govt. of India approved the proposal of  “Establishment of 1500 MAITRIs (Multipurpose AI Technicians in Rural India)” having project cost of         Rs. 12.15 crores.

Training (Screening, Selection & Co-ordination) as well as the post- training implementation & monitoring of 1500 MAITRIs was conducted by BAIF.

OBJECTIVES

  • To promote use of sexed semen for production of female calves with 90% accuracy.
  • To enhance milk production and farmers income through production of female calves.
  • Increased availability of female calves of high genetic make up for farmers and entrepreneurs interested in taking up dairy farming.
  • To make sexed semen technology affordable to farmers thereby increasing acceptability of artificial insemination with use of sexed semen.
  • To create visible demand of sexed semen in the country thereby attracting private entrepreneurs in production of sexed semen.
  1. Under this project 124690 doses of SSS have been procured from ULDB, Uttarakhand &BAIF Development Research Foundation, Pune . Out of which 121373 doses have been utilized for AI on 106813 animals and 96912 farmers benefitted under this programme. 21584 calves have been born out of which 19207 are female calves which is 88.99% of total calf born.

Under ABIP-SS Scheme as per data as on 28.02.2026

  • 124690 doses of SSS have been supplied to field.
  • 121373 have been utilized with a percentage utilization of 97.3%
  • 106813 animals have been covered with 42640 animals have been found pregnant with 39.92% of conception percentage.
  • 21584 calves have been born out of which 19207 are female calves with a percentage female of 88.98%.
  • 96912 farmers have been benefitted.

Nationwide Artificial Insemination Programme

  • For enhancing the AI coverage, Nationwide Artificial Insemination Programme (NAIP)Phase I, II , III, IV & for the year 2025-26 have been implemented in a campaign mode from 2019-20 to 2025-26  in all the 30 districts of Odisha. Under this programme, a total of 33.33 lakh  bovines  were covered with semen of high genetic merit bulls.
  • NAIP 2025-26 is in operation since 1.4.2025 to 30.6.2026. The target for breedable animal coverage is 11 lakhs. Till 31st March 2026, 585727 cows were inseminated and 205603 calves were born.
  • The AI services under the programme is provided free of cost to the dairy farmers.
  • Regular Monitoring of Progress made under NAIP is being taken up by Director, AH& VS and Principal Secretary to Govt., Dept. of F&ARD, Odisha
  • 3,48,736 doses of High Genetic Merit (HGM) semen was procured having lactational milk yield ranging from 3,000 lit. to 10,000 lit in addition to production of 243985 doses of semen straws at FSB, Cuttack during 2025-26.
  • 946307 numbers of semen doses have been distributed to field AI institutions along with Milk Union & BBR and BM Farm by FSB, Cuttack during 2025-26.
  • A total of 49 bulls belonging to different breeds have been procured during the year 2025-26.
  • User ID and Password for all AI technicians (AIT)were created & communicated to all for uploading of AI related data in National level data platform i.e. Information Network for Animal Productivity & Health (INAPH) and Bharat Padudhan Application under NDLM.
  • Internet Connectivity was provided to all AITs for uploading of AI & calf born
  • Wide publicity through Awareness meetings, leaflet & Pamphlet distribution, wall writing, Hoardings and Catchy Radio Jingles & TV advertisement was made.
  • To make the AI service delivery system more farmer’s centric action has been taken for digitization of all breeding records using INAPH/Bharat Pasudhan app (NDLM) application for which internet connectivity is a mandatory requirement. To support the AI technicians an amount of Rs. 300/- per month per AI technician towards internet connectivity was released to different districts.

National Digital Livestock Mission (NDLM) – Bharat Pashudhan

The National Digital Livestock Mission (NDLM) is a flagship digital initiative of the Department of Animal Husbandry and Dairying (DAHD), Government of India aimed at developing a comprehensive digital database for livestock and livestock services across the country with collaboration with National Dairy Development Board (NDDB). The mission seeks to strengthen livestock management by enabling systematic recording and monitoring of animal health, breeding, and productivity.

At the centre of the mission is the Bharat Pashudhan portal, which functions as a national platform for recording various livestock-related services carried out in the field by veterinarians and paraveterinary personnel.

Animal Registration (Pashu Aadhaar)

Under NDLM, livestock animals are provided with a unique 12-digit identification number through bar-coded ear tags, commonly referred to as Pashu Aadhaar. This digital identity enables proper tracking of each animal and allows all service records related to the animal to be stored in a centralized database.

Artificial Insemination (AI) Recording

The portal records details of artificial insemination services performed on livestock. Information such as the animal’s identification number, date of insemination, semen source, technician details, and follow-up status are entered into the system. This helps in monitoring breeding programmes and improving genetic management.

Vaccination Records

NDLM also maintains digital records of vaccination programmes conducted under various government initiatives. Details such as the type of vaccine administered, date of vaccination, and identification of the animal are recorded. This facilitates better monitoring of disease control programmes and helps ensure proper vaccination coverage.

Treatment and Health Services

Veterinary treatment provided to animals is also recorded on the portal. The system captures information related to diagnosis, treatment provided, medicines administered, and follow-up care. This helps maintain a digital health history of each animal.

Disease Reporting and Surveillance

The platform supports disease surveillance and reporting, enabling field officials to record outbreaks and suspected cases. This assists authorities in monitoring disease trends and implementing timely control measures.

Significance

By integrating data related to animal identification, breeding, vaccination, treatment, and disease surveillance, the NDLM and Bharat Pashudhan portal aim to create a data-driven livestock management system. This digital ecosystem supports better policy planning, improves service delivery, and strengthens disease control efforts in the livestock sector of India.
